I received a fingerprinting notice for my daughter from USCIS who is way below 14 yrs. USCIS web site says fingerprinting is done for anyone who is over 14 and wondering whether it is common or do they change them now.
Just last week we have done 3rd time finger printing. We were also surprised to see notice for my daughter who is little over 12. It was code 2.
The ASC people were also little surprised initially. The supervisor said that it was code 2 and they just did index finger and picture. So don't worry..it's just routine..
The rule of 14 is still there as they don't do full 10 finger printing below 14
