Finger-printing for I-131 (Re-entry permit)?

Anyone know if fingerprinting is now required for a reentry permit application?

The filing instructions on the paper form clearly state that you may travel before approval, but after appearing for your biometrics appointment.

The efiling info says no Biometrics requirements apply for I-131:

The above page says:

Form I-131, Application for a Travel Document

If you are e-Filing Form I-131, you will need to submit two identical color paper photographs with your Supporting Documents. See Paper Photograph Requirements for more information.

You do not need to submit fingerprints for this form.

Called USCIS. No Biometrics required for I-131 and the processing time is about 3 months.
