After you have the finger print taken at the INS ASC, who sends it to the FBI? Applicant or INS?

I think it is the ASC ...and then FBI sends it to VSC

I think your notice is your appointment letter valid for the week and every Wednesday after that until the date specified in there. In Maryland you don\'t need any appointment.
