Financial aspects of DV????

Hi friends,
I hope everyone is fine and doing well. Here goes the list of questions,
Q1) How much liquid cash, assets etc are adequate to make your case stronger at the time of the interview, if the applicant has just a high school education?
Q2) Are the financial requirements of DV relative, I mean could they differ from applicant to applicant, and from country to country? Or is it just a fixed set of requirements that one must fulfill in order to get the visa???
