After contacting USCIS customer service center twice, they finally did something to help us out:

So basically if you believe that RFE or any other letters sent from CIS to you were lost or u have never received, just call them up multiple times utill u reach the good guy who'd like to assist u instead of reading off the screen. chances are ur problem will be solved eventually.
