Final action date & date of filing visa application

My priority date for F4 visa, filed by my sister is jan 24th January 2006
As per august visa bulletin it is shown that priority date for india is 1st sept 2005 and date for filing visa application is 1st December 2005
Since my priority date is at 24th January 2006, when is my priority date likely to be current?

what is the implication between final action date and visa application filing date?

kindly guide me please
 
Filing date (chart B) is when you can pay fees/submit your documents - NVC should contact you with details of how to do so
Priority date /final action date (chart A) is the date when an actual visa is available- the earliest month you can have an interview/be issued a visa

fyi September visa bulletin is now out, chart B is up to 1 Jan 2006 so there is a very good chance you’ll be invited to pay fees/submit documents in October, assuming next bulletin will have your date here. Chart A has moved more slowly vs Aug ; it is hard to predict this one but seems likely to be 1-2 years before your date is current. (Sometimes it does speed up unexpectedly so there is a chance it is sooner than that although I’d think it a low likelihood)

1) When all 3 of my family including myself, spouse and son get our visas, am I alone permitted to travel to the USA to look for schools, housing, job etc , in order to settle into life in the USA?
2) are we allowed to slightly defer the visa in order to complete my present employment contract?
3) after we get the visas stamped how much time will be available to travel to the USA ?

1. If you are the principal beneficiary, yes. The principal has to enter before or with the derivatives. Everyone has to enter before the expiry date on their visa.
2. No. However - if the completion is short term (less than a year) you can enter the US on your immigrant visa to get your green card "activated", then return to finish up employment before making a final move (but you must return before a year from the date you left the US is up). If it will be more than a year you can get a "re entry permit" to protect your green card for up to two years out the country. (Note that each family member will need one and each person has to be in the US to apply for this.) In both these instances you will still be required to file a tax return with the IRS and report the income (you need to report worldwide income), although in most cases this does not result in much or any extra tax needing ti be paid. But filing tax as a resident is an important part of maintaining your green card.
3. The visa expiry is maximum 6 months from issue, the actual expiry will be 6 months from the date of your medical exam so it will depend how long before your interview you get the medicals done.
