had a question about finacee visa.. Can a citizen go to India and file for the finacee visa or does the citizen have to file the pertition first in the US?? Is there is any such clause whcih can expedite the process for filing the finacee visa if the citizen personally goes to the American consulate in India and files there for the fiancee visa so the finacee can come with them?

When I called the consulate in Pakistan back in January, I was told that the petition has to be filed in the USA, which I did when I returned to the USA. I don't think they accept these petitions outside the USA.
When you file the petition, keep this in mind -- Some Service Centers are taking much longer to process these applications than the others. For example, Vermont Service Center is the fastest. Check the processing times for each center on this site. If you are not living in Vermon Service Center's jurisdiction, but are planning to move to that area with your relative for example, you can still file at that Center. This is according to an attorney that I spoke with.

Whatever country your fiancee is from, you can read all the info on us embassy sites. They say who and where can file the petition.
