Filling second I-140 when first one is pending forever

Hi Friends,

My I-140 is pending for more than 2 years and now it has gone for oversees investigation which could take a year or so. Can I file for another I-140 (with a hope that it will not have to go through these hurdles/unncessary investigations.
Any advice would be appreciated!!

Anyone has any experience with filing second I-140 while the first one is pending ? Any advice will be appreciated..
Can INS track that the first one is pending and will not entertain the second one OR second one will have it's own process.
Also if second one gets approved, can you replace pending old I-140 with the new I-140 for the the current I-485 application ?
