Filing of I-485 in India, through the new law passed a month ago.

My priority date is January 99, and I have cleared my labour and I-140 under EB3 category. Can I file for I-485 ie counsular processing in India now ? or do I have to be current to file for I-485 in U.S or India ? coz a friend of mine ,got her Green Card or EAD, though her priority date was \'98 or \'99 ,and currently its feb 97 for EB3 category. I believe,she said,there has been a new law that came out a month ago or so. Please do let me know, if I can file my I-485(counsular processing) in India, though the priority date is not current.Please advise.

Here is the situation:

Company A filed my GC in October 2000. I cleared my Labor in late November and filed my I-140 in early December. Now, I plan to change my job and join company B. Company A, however, has agreed to continue to sponsor me till I get my I-140 cleared. At this time, my company lawyer suggests that I can request employer transfer when I file for I-485. Two questions:
 a) Is this legally possible?
 b) How much time is it taking for I-140 (EB2) clearance?
 c) What sort of precautions do I need to take? like, should I get it in writing from Company A that they\'ll sponsor my GC process till I-140 clearance.
