Hi all,
I became permanent resident 10/23/2005. Today is 3 months to my 5th year. I want to file and mail (FedEx) my N-400 on 7/26/2010. Is it too early? Also, I have 3 traffic infractions, should I answer yes to Part 10 regarding crime question? And add court final disposition document at this time or during interview? Again should add my tax returns for the 5years or wait until USCIS asks me for them?
Should I add a cover letter explaining the extra sheet I added?
Thank you so much for sharing your experiences and advice.

Is it too early? NO, but you can wait a couple of days more just in case CIS miscounts and returns / rejects your application for filing too early.
Traffic Infractions? Usually, if it is a minor issue, you can ignore. But you can as well declare it. Provide proof at the time of interview. Mailing it early is also ok.
Do not attach tax returns or transcripts unless you have to prove some borderline residency ... and that too you can do it at interview.
No need to attach a cover letter, you can just attach a sheet where it makes sense ... if you are explaining something on page 4 ... add the attachment between page 4 and 5.
Basically ... for all these, there is no need to do these things, and you should definitely avoid sending all tax returns (too much paper), but it does not harm if you send them along with N400.
