Filing N-400 and change of address ???

Hi,

I have decided to file for US citizenship (N-400), but I will be moving on March 1st, from San Jose County to San Mateo County.

I have 2 options:
1) file now with my current address at the San Jose District INS, then file an ar-11 within 10 days to inform the San Jose District INS that I moved. In this case, will they have to transfer my file to the San Francisco INS?

2) wait until I move, file an ar-11 within 10 days to inform the San Jose District INS that I moved, and then only start the process to become a US citizen. In this case, can I start the papers to become a US citizen right away or do I need to prove that I have lived at this new address a certain amount of time? I believe I need to file in San Francisco if I live in San Mateo County, is that correct?

What's the best way?

I'm not quite qualified to answer your question, and I hope the big guys in the forum provide a more authoritative answer. But at a gut level, I would say that if you can afford to wait, I would go with option 2. (And I'm not sure if the "must have lived for atleast 3 months prior to application" rule applies to within the coutry, or state, or county.) But it's just that given the process is already riddled with troubles (way more than it really should be), why complicate it further with an address change. Address changes in the middle of processing have known to cause unnecessary delays. In my own case, I did not receive my GC because I moved, even though I did file a change of address. It took me at least 6 more months than it should have. Anyway, hopefully, someone who knows better comes along and helps answering your question.
 
March 1st is just 2 weeks away. Wait until you move, and then file your N-400 with the new address. You don't need to file AR-11 at all, and you don't need to wait (provided that you have been living in CA for at least 3 months).
