My friend works in Detroit (client) and his company's headquarters is based in Maryland, so the company filed his labor certification in Maryland SESA in June 2001 (no movement on his file so far). The company has offices throughout US. Is it possible to file his labor in some other state where they have another office? (For eg. chicago where the company holds another office/branch)
