My parents are in India and I am a usc. I am filing family based GC for both of them. They got refusal certificate instead of non availability from the authorities of marriage registration because my mom was 15 at time of marriage. I have affidavits to support the marriage as sec proof. My questions:
1. Does refusal cert instead of non avail cert cause any issues?
2. Does my mother age at time of marriage creates a problem in proving relationship to my dad
