Filing I-140 with I-485

I wonder if the motivation to allow filing I-140 together with I-485 is to speed up the process. I see few argument against this:

1) After allowing that, the process slowed down in practice.
2) Why filing together speeds up the process.
3) Why INS wants to speed up the process.
4) If INS really wants to speed up the process, filing together is the best measure they can have? I think they can have thousand of better ways to do that.

I-485 filing is additional loss if I-140 is denied for concurrent filling. I don't see how concurrent filing will speed up the process.............

I heard it was done to reduce 7 th year extension of H1B, which are having highest priority after EAD.
