Filing I-140 (NIW), please help

Hi All,
Due to bad experience with my lawyer, I am planning to file another application I-140(NIW) myself. I have too many requests for answers for you:

1. Can I file multiple application, I-140 (NIW), at the same Service Center without cancelling G-28 (attorney representative)?

2. Apart from I-140 and ETA 750 B (duplicate), what are the other forms I need to prepare?

3. Where can I find this reference: A letter from
Edward Skerrett, Chief Immigrant Branch, INS Adjudications, to lawyer William Z. Reich, File No. HQ 204 24-C (Aug. 10, 1995) (in context of EB second-preference national-interest waiver but applicable also to
extraordinary ability petitions), discussed and reproduced at 72 Interpreter Releases 1274, 1281 (Sept. 18, 1995).

I am going to file a RIR through another lawyer. So at the same time I thought I will file this I-140 (NIW) too myself.
The reason I am prepared, because I have the copy of the petition and other documents my previous lawyer prepared. I have just bad communication problem with him; he is simply not replying to me for anything. I may file a complaint against him too

Could you please tell me...

I have one more question folks.

My BCIS case status said that REF was issued on sometime in February 2003.
How much time BCIS give for RFE reply?
If my lawyer had submitted this RFE reply, would BCIS have given him a receipt and updated the Status something like "RFE reply has been received on ..."?
