Filing I-140/I-485 in different state

I am seeing posts saying that the LC was approved in one state and they are filing I-140/I-485 from another state! What does this mean?

Does that mean, if my LC is approved in say, Chicago, can I file I-140/I-485 in California or vice versa?

Can some one please explain?
