Filing H1 visa for 20 hrs per week work

I own a LLC. I want to file H1 for a candidate. He already has H1 with other employer. His employer has no objection to allow him to work part time for other companies. I was told that a candidate can have multiple H1 visa and work simultaneously. Is it possible to file H1 visa for this candidate ? Are there any restrictions. Please share your opinions and experiences if any.
