Filing H1 and GC from non-profit

Hi, I have following questions:

1. My employer is ready to file H1 for me now. I do not have attorney yet. Does the attorney file LCA and H1 or I can depend on HR?
2. Does Job description needs to attach while filing LCA or H1?
