Filing for sister while she is in US

I have my Sister-in-law already in the US on H4 (her husband's (and family) GC is in progress.) Can my wife (USC) file for their GC and be able to get the Adjustment of status done sooner than having to wait (based on their original employment GC filing?) Any thoughts?

Your wife can file for her sister but your sister in law will have to maintain her own status till her turns come and will take about 13 years for siblings to become their prority date current. So it is useless. Let her go through husband's employment based.
 
I read it on other posts about parents who are here on visitor visa and one can file petition for them and adjustment of status and be able to let them continue to stay in the US. Is it any different for siblings?

Yes. They count parents as a immidiate relatives but not to siblings.
 
Siblings, must wait for a visa number to be available and they are the last ones in the list. Right now it is taking more or less 12-13 years.
