My Paternal Uncle had filed for immigration for my mother, recently my sister became a citizen, she wants to file for my mothers citizenship, can she file with out withdrawing the previously filed application by my uncle.
I think she can. Two petitions for the same person is not a problem, especially since the first one is not approved and may not be approved for many years from now. Your sister as a US citizen can bring your mother here in a matter of 6 to 12 months, whereas it will take over 10 years to your uncle to do so.
