Filing for Parents - PLEASE HELP

I have a couple of questions, please assist:

I am expecting my US citizenship in June 2004. My mom plans on visiting the US in May 2004. From what I have read in the forum, it is quicker to get approved for her green card if I file her application in India. My questions are:

1) Can I file for her application in India while she is visiting me in the US?

2) Does she have to physically be present in India when her application is filed in India even though she is on a visitor visa in the US?

I am trying to get the process started without wasting time that is the reason I would like to file her papers while she is visiting me.

First off, there is no certainty you will get citizenship in June; it can be July, August or May. Second, you need to file I-130 first with some information about your parents. Then, either together with your 130, she needs to file her change of status, or apply for consular processing. It takes up to a year to get 130 approved in U.S or more in california. The fact that she comes in May is not going to do much good, because by the time citizenship comes through, file I-130 and get it approved it may be late 2005 for her I-480 approval. Your best bet is to let her come, go back and file the whole thing II-130 and consular processing) in a single shot in late 2004 in India, and come back as immigrant. If she does not come in May, you can file the whole thing in summer 2004, and get it done in a few months in India. I have been waiting for 17 months now for my parents GC in the U.S.
