Filing for GC years after TPS has ended.

The daughter of a friend of mine will soon become a US citizen and is planning to file for GC for her dad. The issue the friend has, is that he came here in 1992 on a B visa and while he was here, his country was granted a Temporary Protected Status (TPS) that concluded in 2004. My friend is still in the US and will be applying for AOS once the I-130 is approved. Can someone tell me what his chances are of being approved? What steps if any are being taken by USCIS to accomodate people in this category, since most of them have been here all these years and have no ties back in their home country. This person lost everything back home during the civil war in his country that led to the TPS designation.
 
Her father is out of status. Normally that would not prevent a parent of an adult US citizen from filing for a green card via adjustment of status. But there may have been conditions associated with the TPS that prevent filing for AOS after the TPS expired. Contact somebody who went through the same scenario successfully (TPS, same country, filed AOS after TPS expired and went out of status), or see a lawyer who is familiar with the TPS for that country.
