Filing EB3. Urgent Please help

Hello Everyone,

My wife has done here B.SC in computer science in 2003 (3years) and M.Sc (part I only) in Computer science (1 year) in 2004. she did not complete her masters. While filing for here H-1, she mentioned only 4 months experience back home and her H-1 was approved on Dec 2006. She came to US in 2004 on dependent visa.
Now she wants to file for EB3 as a first step to GC. I want to know whether she eligible for filing EB3 now? What are criteria for filing EB3?
I am getting a approved Labor certification from 2004 year. Can she apply for I-140 using that LC.
Any advice will be appreciated in this matter.
 
She should be able to apply for PERM EB3 labor. As far as the preapproved labor is concerned it needs to be checked what are the education requirements and job title/skills mentioned in the labor.
