Filing AR-11

I need to file AR-11 for me and my spouse. Must I put the two forms in two separate envelopes or can I just put them in a single envelope (trying to save some postage)?

It must be a very stupid question to ask. But considering the fact that INS is notoriously lazy and careless, they may just assume that every letter has only one page and well overlook the second form underneath.

Any advice, please!

Now that's a question :=)
There doesn't seem to be a guidance on this, but I'd say send them in separate envelopes - when dealing with INS, saving money should not be your highest priority
