Filing a FOIA

I need to file a FOIA form in order to obtain a copy of my wifes I-94 card. Does anyone know where I would file it to?

It can take months. and months...

Before you apply, what makes you think your wife's I-94 would be with immigration? If you did submit her I-94 with any immigration petitions then only apply.

I filed FOIPA to request my immigration records in Nov 2007 and received it only in April 2009 so you'll be in for a long haul.
 
Well it was returned by her parents at the laredo port. I'm just trying to find any way of getting this I-94 so I could help my wife. Any other ideas? Should I re apply for a replacement I-94 even if it is expired?
