Filing 130 for my parents - Form questions

My parents are currently here on a tourist visa. They intend to go back in a few months.

1. Is it advisable to apply for 130 while there are here. The form asks if they are currently in the country and I-94 number etc. Or do we do it after they go back?

2. Form also asks if we will file for AOS while they are in the US. Is it advisable to go for AOS while they are here on a tourist visa?
 
As long as you file those applications while their status (visa) is still valid, you will be fine. You can file I-130 and I-485 together for them. After you send out the forms and before their status expires call uscis to verify.
