File N400 Directly at the District Office

Is this possible? I filed my I751 in March 07 with NSC and it's still pending. I'm just so reluctant to file my N400 with these a-holes.
 
No, as far as I know it's not possible. If it is any consolation I sent a N-600 (application for certificate of citizenship) with San Jose Local office (details on my signature) on August 23d, check was cashed about three weeks later and I haven't got any receipt or anything. So local offices can be bad at times too.
