I have a friend who came in the country about 10 years ago, but before he arrive he got married to a us citizen but never filed for permanent residence they were pen pal buddies. Now he got a warrant out for a dui in the second degree, could he return to his country and then have is wife whos a us citizen file for him and then when he returns could he take care of that issue.

If he never filed for his GC then Im assuming he's been out of status for the entire time.
If this is true, then the moment he leaves US soil he will have a 10 year re-entry ban imposed on him.

If he is still here in the US, then his US citizen wife should file for his GC for him. As he has a warrant out for his arrest this may not be a 'do it yourself' case and so it may be advised to get legal advise from an attorney about how to proceed (Im not too well versed on exactly how the warrant will impact his AOS).

His warrant is for dui and assault to the 2nd degree however the person who got hurt is more than happy to help him out, so i guess you could say his case could be handled by himself, the felony charge is the lowest.
