Fellowship on J1 waiver

Can anyone start a clinical fellowship in an MUP area?
Can you apply for the J1 waiver under the Conrad 30 program if the facility where you are planning to do the post-residency training is located in an underserved area? If you can, then will you do three years of fellowship in a H1 visa?
Any experience/advice?

Don't think any of the state health departments or other sponsors would go along with this ploy.

The idea of the waiver is that you serve a underserved community, hard to make that case for a training post.
