Fee for Surrender Certificate: $20 for whole family???

Hi,
I became US Citizen in 2009. I am applying for surrender certificate in SF for both me and my wife together.

1) Do I have to send 1 fee of $20 or $40? Their website doesnt make it clear...

2) Do I have to send the copy or original of the US Passport? The website says the following which is confusing:
"Copies of CURRENT US/ FOREIGN PASSPORT IN ORIGINAL"
3) Do they keep the passport or return it cancelled?

Hi,

Unless your Indian passport is already cancelled, you will have to send $20 per candidate. And you will need to send two copies of Renunciation applications for each person, a copy of the US passport, and original Indian passport, so they will print "Cancelled" stamp on it and returns your Indian passport.
