Fed EX to St Luis

My attorney told me that they can nnot send fee bill with check to St luis with Fed Ex bcause it is post box #.
So they have to send it with regular cerified mail.

Is it true.

The courier companies generally do not accept mail to PO boxes because
they can not provide receipt confirmation.

It may be sent it by USPS Priority or Express Mail as well. Sending by Express Mail enables to verify the delivery.

Infact, the PO Box is a Lock Box facility at US Bank St Louis which also process other US Government accounts.
