FBI Name Check without fingerprinting?

Can someone help me understand me?

I received the below email response from Mr. Bueno:

"...still pending FBI name check clearance and fingerprint process. Once the files have been cleared by FBI & fingerprints have been cleared, the applications will be adjudicated. The Service has NO control over how long it takes FBI to clear the case."

But we (my wife and I) never got any FP notices?

Could someone help me understand what might have happened?

nothing has happened. FBI hasnt done your name check yet.

join the club buddy. If its any consolation, there are people stuck for 4yrs after filing their 485s.

My question is what could FBI possibly do, without our fingerprints? Isn't USCIS supposed to send us an appointment letter for finger prints and then FBI kicks off namecheck process? This is what puzzles us. Help us understand if we are missing anything.
 
I don't think that the initiation of the Name Check process and that of the finger print appointment have anything in common. I believe these two are independent entities and checks.
