FBI name check report in reverse order?

During my GC approval interview I was told that my GC would have been approved had my priority date been current - it was anticipated to become current the following week. Everything else, including FBI name check had come out OK. However, the next week priority dates retrogressed and when I went to the local INS office a few weeks later (unaware of retrogression) to get my passport stamped, I was informed that it is not possible till my priority date becomes current. At that time they had a "no records" report from FBI. This report had been sent to them shortly after my biometrics appointment - three or four months ago.
This matter is now over 1 1/2 years old and now my priority date just became current. Unsuspecting of anything I went for my passport stamping again, but this time the FBI check says "pending" so now I must wait again. This "pending" report was sent about 5 months after the first "no records" report.
Is it possible to get a "no records" report and then five months later a "pending" report - the order seems to have been reversed.
Does anyone know how and why this could have happened.

FBI Main files and reference files

Very strange, I have not seen something like this before. My guess is that the no records report was referring to the finger print check and your case might have always been stuck on name check. Often this information is not available on the first screen and so many a times wrong information is given out unless someone asks if "all background checks including FBI Name check reports are back" type of question.

Another source of confusion is related to people on this forum geting a no records by e-mail and then getting exasparated when they are stuck in the name check fiasco. Here is the reason from FBI:

"Freedom of Information and Privacy Act (FOIPA) vs. Name Check: Freedom of Information and Privacy Acts (FOIPA) requests are sometimes confused with name check requests. FOIPA provides copies of FBI files relevant to a specific FOIPA request. For FOIPA, the FBI search uses the name or information as provided in the FOIPA request. A FOIPA search determines whether there is an investigative file associated with an individual—a “main file” search. For a name check, “main files” and “reference files” are both checked, in addition to searching a name in a multitude of combinations."
