FBI fingerprints outside US

I did my medical on May, 7th. Now they are asking for new FBI clearance.
I am now residing in Singapore. My agent will mail me the FBI fingerprint card and I will have to do the fingerprints in Singapore, and mail it to FBI.
Has anybody even done fingerprints outside the U.S.? Does it take even longer?
