FBI background report

I had fingerprints on March 23, and I called FBI and they told me they were processed the same day and sent back to INS. Does that mean that FBI already completed the background check? What about name check - is that the same as background check? If I request now copy of the report to me (costs $18), would be ready at that time (1 month after the fingerprints).
