Father's I-130 Approved. What next?

Hi everybody.
My sister filed for my father on Jan 11 and we just got the approval of his I-130. He lives outside the US. What are the next steps? Anybody can refer me to any threads here?

About two weeks after the approval call NVC to get the case number and invoice number with which you'll pay for AOS $88. You'll aslo choose your Choice of Agent. Then complete DS230 part 1 & 2 and send it to them with required documents and then pay IV fees $404. Then wait for interview. This may take up to 3months depending on how fast you're moving with the process.

Thanks a lot. Will the NVC sent the applications to my sister here or my dad back home. Postal service is so hectic there!
