Fate of H-1B 7th year extension bill ???

President should sign the new bill by no later than Monday (i.e. 11/04/2002). If he doesn't sign it and assuming that he doesn't veto it, what will happen? Will it become a law by constitution? Because the session of 107th congress has not been adjourned and they have take a short recess for midterm elections?

Any comments from anybody after talking with your respective attorneies?
