Fastest Processing

Can you please, share your experiences in N400 processing. I'm trying to find out where is the fastest processing and transition from a GC to citizenship. My mother is trying to relocate and this is an important factor. Thanks very much.

You have to apply where you live. But fyi San Ant TX is pretty fast. It will still take about a year for your mother to join you after you sponsor her under you DCF for her subject to Delhi Embassy accepting it
 
She currently lives in Miami, which I hear is one of the slowest in the country so it may be beneficial to move to another place and wait for the 3 months to pass by if the new center processes applications many months or years faster. I didn't know about the 3 months, thank you very much. I hear Providence, RI is very fast too. What about the mid-West?

Also I have another question. I have a pending I-130 from her, which will become current once she becomes a citizen. Does the whole process for citizenship have to be complete (with the Interview, Oath, etc.) for her to be considered a citizen for the purpose of the petition or some time earlier will be enough, such as the passing of the Interview or exams?
