Fast Processing for F2A (for Green Card Holder's Spouse)

I have seen a quick processing in last few visa bulletins for F2A category (Spouse of GC holder).

Q. Is this quick process applies to any specific GC holders or to all GC holders.
Q. I have Green card, got it in May, 2010, Can I avail this opportunity as i am green card holder for just 6 months.
Q. Is it possible to if it can go back in older dates ???
Q. If I get married in india, and apply for my wife, will i get the priority date in same month or it can be in later months ??

A GC holder whether six months or six years get the same PD.
From the looks of it it does not seem like it will retrogress to the old 4 or 5 years processing times anytime soon.
If you apply in Dec you will get a Dec PD.
It's wait time is almost the same as it is for spouse of USC these days.
