family immigrant visa

I have recently found out that the processing time for non immigrant visa (visa applied to migrate your married son/daughter) has been changed form 92 months to 5 months on the website which is effective form july 2010. Is this true or is it applicable to only few of the candidates.

The Family 4th preference category has retrogressed by 2 years. When can we expect that to turn back to the normal rate. My priority date is May 2002 and the current bulletin retrogressed to Jan 2000. When can I expect to get my final processing started?

Family Immigration
An immigrant (also called a Green Card holder and a "lawful permanent resident") is a foreign national who has been granted the privilege of permanently living and working in the United States. If you want to obtain a Green Card and become a lawful permanent resident based on the fact that you have a relative who is a citizen of the United States or a relative who has a Green Card (is a lawful permanent resident), you must go through a multi-step process:

* You must be eligible for a Green Card (lawful permanent residence) based on a family relationship.
