My mom is a green card holder and she file an I130 for my brother 15 years ago (1991). His visa number came up three years ago and was told by the embassy personnel that he cannot use that visa number to immigrate because his marital status changed (got married). My mom is not interested in becoming a US citizen.
I am a US citizen and I know I can apply for him to immigrate. I was told that he will have to wait approximately 11 years for his new visa number to come up again. He simply does not want to wait another 11 years.
Is the wait period that long? and if that is true, is there a way that we can use the priority date of my mom application toward my petition? He simply does not want to wait another 11 years.
