Can someone please advise me, i have filed Family based greencard filed 12 years ago, for my brother. His daughter is almost now 18 years, how to apply CSPA(child status protection act) congress did pass this rule, due to the processing time.

She is the derivative of my Brother's i 130 application, kindly need advise.
