Family based GC petition for siblings of India, does all goes to California or any other svc centers

I have noticed a ;pattern of GC petitions for Family based siblings F4 category of Indians, many only go to California, Is my assumption True, or are there cases from india F4 Siblings going to vermont or any other service centers.

Reason i am asking this question is, other service centers has better processing dates except california,
