Family Based GC for brother

I petitioned for a GC for my brother in Dec. 2008 and today I received a letter stating that the petition has been approved. According to the Visa Bulletin the current family based CG priority date is March 2000... Does this mean that I would have to wait for another 8 years? Then why am I getting the approval of the petition now?

Yes, you will have to wait for 8+ years. Approval is only the first step - you also need to wait your turn in the long line..
