My Uncle filed I130 ( F4 category ) for my parents and other relatives in 2001.
Date Filed:Feb 2001 ( current visa bulletin shows NOV2000
When he filed through attorney, Attorney had all the papers with receipt and all. Unfortunately Attorney died couple of years ago and there is no information about his office or anything. Now My uncle wants to know receipt number what is the process to get it from INS ?
Out of 5 relatives 3 off them got letter from National Visa Center but My uncle ( Applicant, who file for relatives, has not received any letter from INS yet who lives in US)
NVC Case Number:BMB2001xxxxxx ( following is letter information )
The Department of State's National Visa Center (NVC) advised you of the necessary steps to prepare for an appointment to file a formal application for immigrant visa. Our records indicate that to date you have not contacted the NVC in more than a year. If our records are in error and you have, in fact, contacted NVC within the last year, or if you have not yet contacted NVC but still wish to pursue your immigrant visa application, please follow the instructions below immediately. Completion of these steps is mandatory for the filing of an application at the time of interview.No visa can be issued unless these steps have been completed.
Section 203(g) of the immigraion and Natinality Act requres the Secretary of State to terminate the registration of any alien who fails to apply for an imigrant visa within one year following notification of the availability of a visa number: THIS LETTER SHALL SERVE AS YOUR NOTIFICATION THAT A VISA NUMBER IS CURRENTLY AVAILABLE. FAILURE TO PURSUE YOUR VISA APPLICATION BY COMPLYING WITH THE INSTRUCTIONS BELOW WILL COMMENCE PROCEEDINGS TO TERMINATE YOUR IMMIGRANT VISA REGISTRATION ONE YEAR FROM THE DATE OF THIS LETTER.
To pursue your immigrant visa application and avoid termination of your registration, you must immediately notify NATIONAL VISA CENTER AT THE ADDRESS ON THE NEXT PAGE. Upon receipt of your letter, the National Visa Center will send you information on applying for your immigrant visa. If you do not request information on applying for your immigrant visa within one year of the date of this letter, your immigrant visa registration will be terminated.
Next letter has options to continue application.

Question is:
1. Since my Uncle hasn't received any letter, what happens next ?
2. My parents hasn't got any letter and they are living same address when it was filed.( Do then need to contact any where to find out what happen)
Let's say if they got visa call from Bombay and if my uncle (applicant) is not getting any letter so far then what they should do?
