F2B to F1 to F3

My mother received green card on Dec 1997 and filed for my brother to come
here from India.

Below is the timeline.

* Mother filed for Unmarried son with priority date of Jan 1998 in
category F2B, Unmarried child of Permanent resident.

-- Son (beneficiary) got married on February 1998
-- Mother became citizen on Oct 2004
* Mother filed again for him as Married under F3 on OCT 25, 2004.
-- Now Her first petetion F2B became F1 and current on AUGUST 5, 2005.

Is it possible/any special procedures to convert first file F1 to F3 with priority date of Jan 1998?

Your mom's petition (F2B) was voided when your bro got married in Feb 1998 'coz Permanent Residents can't sponsor GC for their married children. There is no way that she can upgrade her petition from F2B to F1, that's why she can't change the petition from F1 to F3 using the very first priority date. Hope this helps.
