My siblings have I-130 filed and approved (thru GC holder parents). Their priority dates are September 2010. January Visa bulletin show cutoff date of April 2009 but also show they can file application based on a second cutoff date of December 2010.

1. Do they expect letter from NVC regarding filing? and if so how soon does that happen?

2. If no letter from NVC, how should they proceed with filing and getting the invoice ID etc.

Just an update,

we got welcome letter from NVC for choice of agent and IV bill even though the case is not current (F2B PD Sep 2010, ROW) but within the filing date range (Dec 2010).
