F2A visa and green card

Hello !

I usually post my questions in a another thread as my boyfriend has been selected for the diversity visa 2014. Anyway, I was wondering how long is the process if we get married after the dv process. He will be a permanent resident and not a citizen, also it looks like we'll have to apply for a F2A visa, right ?
Usually, people talk about 5 years at least, but on the last visa buletin, it is written 8 sept 2013, so only 6 months (http://travel.state.gov/content/vis...lletin/2014/visa-bulletin-for-march-2014.html).

Please, can someone explain me what that means ? How long is the real delay for the all process ?

F2A was current in Aug and Sept 2013 in kind of an exceptional case, and basically hasn't moved since then (it has moved only a few days since October). So it is not a good indicator of how long the wait will take.
