f2 to f1

hi ppl,
my wife needs to change her visa status from f-2 to f-1. any clues on the exact method of going abt this - shud she go bck to india, go to mexico/canada or do it by post?
most importantly - can she study while her visa status change request is being processed?

I know that H4 can study while the status is being changed, but I am not sure about F2s. Ask the school.
