F2 to F1 at Mexico or Canada

Hi All!

I was just accepted to a graduate program with full tuition waiver and stipend in United States. I was wondering if I can change my status from F2 to F1 by going to a US consulate in Mexico or Canada instead of going all the way back to India. I would really appreciate if someone has a word of advice for me or could share similar experience.

If you are in one nonimmigrant classification and wish to change to another classification (i.e. F-2 to F-1), you must apply to US Citizenship & Immigration Services for a change of status prior to expiration of your previous status.
